Form letters are rarely effective. It is better to compose your own letter. It doesn't have to be long, especially in this case.

As an American citizen who is very concerned about the safety of this nation, I think it is essential that the 9/11 Commission testimony of Monsoor Ijaz be broadcast live, especially since the witness himself thinks this is a good idea. I, for one, am interested in learning about why the Clinton Administration refused to capture Osama bin Laden in the 1990s.
Feel free, oolatec, to cut and paste this.
To anyone else, it's better for you to compose your own letter, but, if you C&P this, please rearrange/change some of the wording.
