I wish everybody would decide one way or the other. I just read that the Iraqi Governing Council was now "negotiating" with him.

Fog of war, I suppose.

They're negotiating the terms (if any) of his surrender. Either he gives up peacefully, or he'll be hauled in by force. If by force he's killed, or by force he's captured, it will all depend on circumstances.

Either way, the CPA will assume positive control of the unwashed Shiite, and his militia will be disarmed. The pause in hostilities is to minimize civilian casualties and to give him a chance to surrender.
