The total lack of any insignia and writing on the uniform plus the cheese eating surrender monkey name and stick man physique leads me to believe this is some Agit-Prop from our erstwhile "friends" in Europe. The kids, unless in on the staged scene, probably don't know what the sign says if they're not english speakers...
