I did a quick search. This "diplomat" is given in one story as "Iranian Charge d'Affaires to Iraq Hassan Kazemi Qomi." Time to start poking around to see whether there is more on this guy. Apparently he went with a group from the IGC on a visit recently to Iran.

Very interesting, and very consistent with the same kind of stories about Iran's involvement (through al-Qa'ida) in the bombings in Karbala, et al., during the Shi'ite high holy days, a month or so ago, that killed 190 people.
Those stories made sense then, just as they make sense today.
