After the flood, it's time to salvage what's left of the wreckage in Haiti. It's also time for a reassessment of the tragic Haitian democratic experiment.

Mr. Kerry berated President Bush for not sending the Marines to shore up President Aristide in his last days. Will Mr. Kerry -- if he is elected president of the U.S. -- send the Marines to Haiti, as President Clinton did, to return Mr. Aristide to power? Once a symbol of democracy, Mr. Aristide is now perceived as a corrupt collaborator of drug dealers and a violator of human rights who has grown rich at the expense of his impoverished fellow citizens. Would anyone care to guess Kerry's response? How about: "Yes and No; it depends."

Certainly John Kerry, the standard bearer of the Democrats, cannot believe that being "democratically elected" is a carte blanche to undertake mayhem against one's own country. Of course he does. He's a democrat after all.
