With governments all across California pinched for funds, you would think that public-spirited people who want to volunteer to help in their community would be welcomed with open arms. But this is California, and 15 years of laws and regulations have reached their inevitable tipping point at the worst possible moment. The state has now essentially outlawed the use of volunteers on public projects.

Unions hate volunteers! They do the work of dues payers and they do it better and faster and with enthusaism and very little oversight.
In some states, tems of parent/volunteers actually maintain public school buildings avoiding the employment of 100s of way overpaid (most folks would not believe the pensions or medical health benefits) and lazy (and, perhaps, dope dealing) unionized building maintenance employees.
