Nice strategy, but I think they took too long.
It's like training a dog - the more time between bad behavior and the newspaper on the nose, the less connection is made.

These people and their culture are barely above animals, so the punishment must immediately follow the evil act, and be unforgettable.

Saying "Civus Americanus sum" should be enough to make someone piss themselves if they had thought to bring harm to the person speaking the phrase.

On the other hand, careful planing makes them sweat it out and increases stress.
