That's the problem... we are still at war, and no one seems to notice.
I say we didn't finish the war before trying to move to the political settlement. Until the war gets finished, we will see growing tensions from various factions. The Coalition moved too quickly from 'war mode' to 'law enforcement mode'.

It's obvious both the Sunnis and Shiites don't respect the US because of our overly benign approach to things. We should get on a loudspeaker and say something to this effect: "In retrospect, it's obvious that you folks were happier under Saddam Hussein. We are therefore returning Saddam to power in 3 days." Then, we'd see the biggest about face in history in the attitudes of the Iraqi Muslims.

You are absolutely correct! Just because the enemy stops shooting at you does not mean that you have won the war!! You would think that SOMEONE in Washington would understand that.
