I hear the military is already armed with lots of still shots of the people involved. I saw one clip of a man who was obviously egging on the crowd and I want to see that guy hung in a very public place. Perhaps the bridge would be an appropriate spot?

We're looking for more than just the people directly involved. Seeking the actual perpetrators will return us to the law enforcement role and thats the last thing we need. We need to wipe out the people who incite this stuff and show the residents of Fallujah that the war is over and that we have won.
Gloating over victories is a big part of the arab culture. Its why we see these idiots dancing and waving after they do this sort of thing. Its real important that we show these people that we are the boss.

Wanted for Murder in Fallujah This might seem like a picky semantic point, but what happened in Fallujah was not "murder".
What happened in Fallujah was an act of war by individuals posing as civilians which make them illegal combatants actively engaging in war.
When a "murderer" is identified, you must arrest him, give a trial and sentence him.
When an "illegal combatant in a war zone" is identified, you can have a sniper blow his brains out or you can slam an 120mm round into his hiding place without warning and without all the other legal niceties due a "murderer".
In summary:
This is how you handle a "murderer".
This is how you handle an "illegal combatant in a war zone".
