http://www.whitehouse.gov/news/releases/2004/04/20040401-2.html Statement by the Press Secretary
President Bush welcomes the Senate's overwhelming approval yesterday for ratification of the Additional Protocol between the United States and the International Atomic Energy Agency (IAEA). The President called for immediate Senate action on the Additional Protocol in his speech at the National Defense University on February 11. The Senate's vote yesterday will help advance universal adoption of the Additional Protocol, strengthening verification of nuclear nonproliferation obligations. The President commends Senators Frist, Daschle, Lugar, and Biden for their leadership in timely Senate action on this important agreement.
