Most of the M1 Garand rifles on the used market are cobbled up from a U.S. manufactured CAI receiver and a mix of barrels, stocks and other parts gathered from surplus sites around Europe. Many barrels are "shot out" i.e. they have been shot to the point of wiping out the rifling. Companies like Brownells and MidwayUSA market replacement barrels and stocks to refurbish these "junk box" rebuilds. The U.S. government still has a stock of new in the box M1's for the DCM program.
