UNITED NATIONS (AP) -- U.N. Secretary-General Kofi Annan fired one senior U.N. official and demoted another Monday for failing to properly protect U.N. staff ahead of the Aug. 19 bombing of United Nations headquarters in Baghdad that killed 22 people.

All this points to the fact that the UN is populated by incompetent timeservers. A firing that isn't really a firing, a demotion that isn't really a demotion and a mea culpa from the boss is grossly insufficient as a response to the deaths of so many people.
Screw the UN. With this caliber of staffers, turning Iraq over to them would be a betrayal.

In fact, the United Nations charter places no restrictions on the eligibility of the Secretarait. See Chapter 3 Article 8 for reference.
