If he had serious injuries and he's now out of danger, it happened a while ago. The blurb someone provided says probably the middle of this month, as the newspaper reports. Nonetheless, it was published today. Looks like US bombing raids have been working.

That's a rhetorical question, right? No, not in any way. So far we've heard a lot of yapping about things that were subjective, personal decisions for leaders who are either not in power any longer (Clinton, Clarke), or who had already begun to change the direction of our bureaucracies for the better (Bush).
I haven't heard a word in the media about command and control, and why it was hampered in the execution of defending our nation that day. The very bureaucratic structures that are responsible for NORAD's inability to down the planes hasn't been mentioned on any TV program that I've heard. Perhaps the topics have come up, but we're too busy pointing fingers at the tops of the bureaucracies to stop and talk about their underpinnings and just how that might have made things worse.
Are the employees and troops more empowered now to make split-second decisions that could save thousands of lives? Show me the proof, if you think so!
We have some clues about why things might have been difficult for people who could have killed bin Laden or who tried to report warnings they had seen in the field; for example the ruling Clinton made that prevented the FBI from talking to the CIA. But in each area of expertise and responsibility there appear to have been problems with civil employees who knew about the potential for problems in advance, or saw what to do once the hijackings were in process, but who couldn't without permission.
We can blame anyone we like for what happened, but if we don't start talking about empowering the institutions that are in place to protect us, then they'll fail again and again. Whole cities will be laid to waste by our unwillingness to cut through bureaucratic tape.
Clarke and his talk about who did what when is just a distraction from a deeper set of problems. These problems took decades to arise, and they won't go away without media focus. Until issues like why the airliners weren't shot down before they entered NYC airspace are addressed on national TV, we're not going to see much improvement.
