Phone service with or without unwanted calls is not an entitlement to be guaranteed by the government.

The government is simply affirming my right to be unmolested in my own house and provides me with remedies to punish those who do not wish to respect my privacy.

Nobody is going to go to jail for calling someone on the "leave me the hell alone list" but I can file to be compensated for my time and trouble.

Remove the state regulations and allow wired and wireless companies to offer competitive services. If customers demand (and are willing to pay for) service without unwanted calls, then they will offer it.
