A newly constructed apartment going up like dry pinewood? Doesn't sound like it was up to code. It's sounding a lot like our Santana Row fire in San Jose. Before the drywall is put up the frame is a near perfect arrangement of fuel and air for a very hot fire.
Looks like the sort of thing welder's sparks could start...

The Times-Dispatch website said it started at a building under construction on the VCU campus, so maybe a propane tank or compression tank of some sort, and with it being a windy day the flames got carried fast. Godspeed to those in the area - prayers up!

There is alwaya point of maximum danger in any building project. A few decades ago the federal building in my home town -- ten stories, steel frame -- collapsed while they were manuvering the floors into place. The effect was pretty much what happened to the WTC. Pancaking.
