BOSTON, Massachusetts (AP) -- Airport security agents at Boston's Logan International Airport stopped a biologist after discovering the severed head of a harbor seal in his luggage.
The man, whose name was not released, told investigators he is a biology professor and that he found a dead seal on Revere Beach and cut off its head so he could use it for educational purposes. He was catching a flight to Denver from Boston on Friday, Massachusetts Port Authority spokesman Phil Orlandella told The Boston Globe.

There are some more or less sound reasons for this. One is, of course, that you could be contacting something nasty from the carcass.
Another is that once you get your human scent on it natures clean up crew is going to be disinclined to eat it. At least we hope so. If they start thinking human scent=food it could become unpleasant.
The other reason is that there are people out there that will kill an animal take what they want and then claim that they "found it like that". Proving otherwise can be very hard unless you have a video that caught them in the act. By saying that it doesn't matter what killed it, nothing can be removed prosecution become much easier.
