Still not worth anything unless they turn around and buy stuff with it.

What good that would be? We'll have worthless paper and no production ability, they'll have a working economy built by us. From their viewpoint it's one heck of a deal. They'll keep buying our papers until we keep expatriating our economy - providing the missing market details in the process. Once their business and distribution infrastructure is developed enough their (our?) production facilities will fit right in. You need to connect the dots here. There is much more to it than paper. I think this is what is called economic warfare.
