The sad part is that Al Qaeda isn't stupid. They will hold a temporary "cease fire" against the Spanish as a reward for their surrender.

But in the end, it will do no good. Like Yasir Arafat, who signs peace treaties only to eventually launch more terror campaigns, Al Qaeda will return to Spain and bomb again. But by then, it will be another excuse, and Spain will have forgotten that they brought it on themselves by not taking down Al Qaeda when they had the chance.
