This should absolutely never see the light of day. Someone's trying to pull a fast one on us. The states have never threatened to be the impediment to constitutional amendments that have recently been proposed in response to judicial activism. The Senate has. That's where almost all recent amendment proposals die, even when they have the full support of the state legislatures.
The backers of this amendment are using the crisis with judicial activism as an excuse to push an entirely different agenda. They need to be kept under close scrutiny.
