I think OPEC would and is doing such to undermine Bush's 2nd term to covertly punish America and to sway our voting public into concluding that it's in their best interest to vote a democrat-socialist into office in 2008. Subtle economic terrorism is more effective than blatant militaristic terrorism. They know it. They use it. It's just that they know it's a two-edged sword that could cut them too if they do it too fast and too hard causing an economic collapse on themselves as well.
