We must keep terrorists from obtaining WMD. This has required a shift in national security.
Prior to 9/11, we treated terrorism as an isolated incident. Even after an attack inside our country the 1993 WTC bombing, we treated terrorism through law enforcement. The FBI tracked down and arrested and convicted the man responsible for that bombing.
Yet even beyond that one man, there was a network of operatives waiting to operate inside our country.
Going through various terrorist attacks in our country and outside it in the 90's.
