WASHINGTON (CNN) -- This week's deadly train bombings in Spain will not lead to a rise in the U.S. color-coded terror threat alert system, a Department of Homeland Security spokesman said Friday.

"Based on the current intelligence, we have no specific indicators that terrorist groups are considering such an attack in the U.S. in the near term," said department spokesman Brian Roehrkasse.

Here is an update about the "Genesis" Plan in Frederick Maryland, to deal with survivors of DC/Baltimore strikes.

My question- how large is a 1 kiloton nuke? (That seems to be what they are planning for) Is that consistent with the nukes being of the suitcase kind?

Frederick County residents will finally be able to get a look at the concept for the "Genesis" project tonight -- or at least as much as Sheriff James W. Hagy thinks is prudent to show them.

Hagy's long-planned briefing about the controversial proposal, which envisions using Frederick County fair grounds as a site to treat evacuees from Washington, D.C., or Baltimore after a terrorist attack, is set to take place at 7 p.m. at Winchester Hall, 12 E. Church St.

The meeting, scheduled to run about two hours, will feature presentations from Michael G. Hanna, chairman of the Local Emergency Planning Committee, John Vitarello, a Frederick heart physician and a member of the committee, and others on the so-called "Nuclear Subcommittee."

That subcommittee drafted the Genesis Project.

Hagy has defended his decision to keep parts of the plan under wraps, to the chagrin of some members of the City of Frederick's Board of Aldermen and to Mayor Jennifer P. Dougherty (D).

Arguments between the mayor and the sheriff continued this week after Dougherty told reporters Tuesday that a Monday night meeting between her, Hagy and members of the Board of Aldermen about the Genesis project was "less than I had hoped for."

"I don't know more now than I knew going into the meeting," Dougherty said.

The mayor told reporters that Hagy showed her and the aldermen a two-hour videotape featuring presentations by members of the Nuclear Subcommittee about responses to terrorist attacks. Included on the tape were discussions of decontamination and how to respond to a one-kiloton nuclear device.

Dougherty said that she and the aldermen were given no documents about the Genesis project.

Hagy said in response, "I keep telling her it's a concept. We don't have an actual plan drawn out."

Dougherty announced Tuesday she would call the aldermen into a closed executive session late Wednesday afternoon for a briefing about the implementation of emergency plans. Police Chief Kim C. Dine and Jack Markey, Frederick County's emergency management director, will give presentations along with two police officers.

Responding to and planning for disasters has become an increasingly popular activity in Frederick County.

The latest meetings about the topic are scheduled for 2 p.m. and 7 p.m. on Tuesday, March 30. Aimed primarily at seniors and hosted by Volunteer Frederick, the programs are free informational sessions for those interested in volunteering for emergency planning. Each meeting lasts 90 minutes and will take place at the Monocacy Valley Church in Ijamsville.

WASHINGTON - The Pentagon may increase the number of nuclear warheads aimed at Russia, the Oakland Tribune newspaper reported Monday.

U.S. strategic force planners are considering keeping 800 nuclear warheads on the 500 Minuteman III intercontinental ballistic missiles aimed at Russia, up from earlier plans to put only one warhead on each missile, the newspaper said.

Pentagon officials "confirmed the idea is under consideration as part of a larger study of U.S. strategic forces, covering sub-launched missies, bombs and cruise missile warheads. as well as missile defenses," the report said.

Weapons consultant Hans Kristensen told the Tribune the new plan may reflect the U.S. Air Force's desire to reinforce targeting of Russia's most dangerous multi-warhead missiles, the SS-18s and SS-19s

Report: Al Qaida has nuclear scientists working on weapons

The Al Qaida terrorist group has acquired nuclear and chemical material through the European black market and is working on producing nuclear missiles for use against the United States, a Pakistani newspaper reported last week.

A central leader of the Al Qaida and Taliban in Afghanistan has disclosed the nuclear weapons efforts to reporters, according to the Islamabad Khabrain, an Urdu language newspaper in Mazar-i-Sharif, Afghanistan.

According to the report, Al Qaida acquired the nuclear material about a year ago. The group intends to use the nuclear and chemical material to produce nuclear missiles "to cause the destruction of the United States."

"Sources say this material has been moved to a secret place in Afghanistan where Al Qaida‘s nuclear scientists are working on it in the presence of Osama [bin Laden] and other prominent leaders," the report stated.

I can only hope that in 1977 Secretary of Defence William Cohen (whom you quoted)got his information from the same Conspiracy Theory site I did! I live in hope. If you look at the size of the installation (HAARP) no terrorist organisation could possibly build such a facility without it being visible from the air, could they?

I reached the conclusion that the cropcirlces were test patterns for a weapon device. The 'History of Cropcirlcles' on the www.lovely.clara.net/ site show those that have appeared in the UK. Thousands have been recorded in other 'Western' countries.Germany, Denmark, Italy, the US, Canada etc. Patterns in snow and on ice are recorded in small numbers in Russia.

A little levity may not go astray here. Arabs believe allah rules the weather...forcasting is the work of satan. In Afghanistan there were several 'plane crashes under the rule ot the Taliban, because no prior warning of storm conditions could be provided. Maybe the terrorists would like to get their hands on this (electromagnetic) technology but I think they will need to take over the US first.

US Marines are being sent to Afghanistan to help beef up security amid a push against al-Qaeda in the border areas and government moves to hold national elections, US defense officials said Thursday.
The marines are being deployed from the 22nd Marine Expeditionary Unit, a 2,000-man combat ready force aboard the helicopter carrier USS Wasp in the Gulf, a defense official said, speaking on condition of anonymity.

General Richard Myers, the chairman of the Joint Chiefs of Staff, said US commanders wanted to ensure "appropriate security" for both the elections and the ongoing fight against al-Qaeda and the Taliban.

President Hamid Karzai told diplomats in Kabul he wants to delay the elections until September, diplomats there said.

Fewer than 1.6 million of the country's population of 10.5 million eligible voters have been registered to vote, and organizers believe security will be a major headache.

"We want to make sure that event goes well. There are still pockets of Taliban and al-Qaeda that need to be dealt with," Myers said.

Too many factors seemingly unrelated before are beginning to coincide. Another article from SpaceWar. Now the Russians are threatening NATO with the nuclear option. Guess the Cold War never went away- just went under wraps for awhile.

Russia warns NATO with nuclear option

MOSCOW (AFP) Mar 25, 2004
Russia's defense minister Thursday repeated an earlier warning to NATO that he may order a build-up of the country's nuclear defenses should the US-led alliance continue to expand and take an unfriendly view of Moscow.
Sergei Ivanov said the North Atlantic Treaty Organization (NATO) was following an aggressive strategy and treating Russia as a threat rather than a partner.

"If NATO continues to keep to its offensive military doctrine, then Russia's military planning and the principles of Russia's military procurement -- including in the nuclear sphere -- will be adequately reevaluated," the Interfax new agency quoted Ivanov as saying.

"Russia is carefully observing the process of NATO's transformation," said Ivanov, who is seen as one of President Vladimir Putin's closest political allies in government.

He said that some new NATO members both "directly and indirectly" display anti-Russian policies.

Russia and NATO have recently come to blows over the alliance's plans to station warplanes in the three Baltic states and former Soviet republics of Estonia, Latvia and Lithuania.

All are due to formally join NATO on April 2. Russia had spent years fruitlessly trying to avert the expansion up to its borders and is growing increasingly concerned that the warplanes stationed in the Baltic region will spy on its defenses.

The State Duma lower house of parliament spent the day Thursday drafting a tough new resolution to be issued on the day of the expansion while senior diplomats said they mostly feared that NATO would only continue to grow.

"The majority of the population of our country sees NATO expansion as a threat to Russia," the Duma's security committee chief Vladimir Vasilyev told Interfax.

Meanwhile Deputy Foreign Minister Vladimir Chizhov said Russia was concerned because "this is not the first and obviously not the last wave."

The Russian defense minister's tough comments on potential nuclear weapons expansion Thursday are almost exactly the same that he made on October 2 in remarks that startled Western nations.

Russia and the United States signed a nuclear disarmament treaty in May 2002 aimed at slashing the size of the two country's "operationally deployed" arsenals by two-thirds over 10 years -- a deal aimed at sealing a new friendship between the two Cold War era foes.

But a senior US administration official said in Washington this week that the United States may use a loophole in the treaty to keep an unlimited number of warheads in storage.

And Ivanov has made repeated comments in recent months suggesting that Russia could be ready to reevaluate its own stance on that deal.

"Should NATO remain a military alliance with its current offensive military strategy, this will prompt a fundamental reassessment of Russia's military planning and arms procurement," said an internal document released by Russia's defense ministry in October.

Ivanov also reaffirmed his vow from that day that Russia reserved the right to preemptive strikes against other nations if it felt its security was under threat.

"We cannot absolutely rule out the use of preemptive force, if this serves either Russia's interests or is required by its obligations to allies."
