"what is the motive for this?"
They could have easily been hired to do this. There is no law that says Al Queda can not hire people to do their dirty work. Ohh...I gorgot...there is such a law. But you get my point.

If I were a betting man, I'd plunk down a couple of thousand $US on a bet that the upcoming Olympics in Greece will be the site of one of the biggest terrorist bloodbaths in history.
Half of the country is pro-communist and most of the Greeks are envious of and hate America from afar -- that is, until they come over to work and live the American dream.
All four of my grandparents came from Greece, loved America until the day they died, raised kids who fought in WWII, and were good and productive citizens.
Today I don't even lay claim to Greek heritage, and my long-dead grandparents and my father likely have followed suit from the grave as well.
Greece and a good many of its people today are a far cry from what they once were and stood for from the Golden Age of Pericles to the early 1960s.
Now that beautiful country is a hotbed of anti-American terrorist sentiment, financial support, and training, and I have long ago washed my hands of them.....

A propane car going off in a populated area would be far worse than what happened in Madrid. It has it's own special term ... blevey. The compressed liquified gas pours out and seeks the low areas where it gasifies and because it is super cold it stays low and spreads out while mixing with the air until it finds an ignition sourse. Then there is a mushroom cloud explosion. they've been used to simulate atomic blasts in training exercises.

Possibly this, found somewhere else, not that it matters:"Bulgaria was already considered a very close ally to the United States, especially in the light of the numerous media reports that the country was going to host US military bases."

(Why does Senator John Forbes Kerry remind me of Martin the Martian?)
