Actually it is most likely a combination ETA-Al Q attack, or rather a combination of terrorists, mercenaries, and organizational matters between groups/individuals affiliated with the two terrorist groups.

I agree. The Basques target officials, police but would not sink this low, murdering scores of innocent women and children. This has Islam written all over it. This could cause a backlash in Spain where emotions can run higher than cooler heads.

Agreed. The simultaneous orchestration just didn't argue for a Spanish source, albeit Basque. Things get done when they get done in Spain. Ask anyone who's visited.
