not think he volunteered,
or that he hoped to see action in Vietnam.
He is on record saying he took the swift boat assignment because he hoped to reduce the chances of seeing action.

The U.S. activists returned home to organize massive, militant protests, including the Oct. 15 Moratorium, which Kerry reportedly attended while still an active-duty Navy officer. National Review reported at the time that Sen. Edward M. Kennedy (D-Mass.) was one of the endorsers of the Moratorium.

It's possible that Kerry could have been charged with several violations of the UCMJ:
1. Article 92 - Failure to obey order or regulation (improper wearing of the uniform bringing disrespect on the U. S. Navy)
2. Article 107 - False official statement (false testimony before Congress concerning atrocities in Vietnam)
3. Article 133 - Conduct unbecoming an officer and gentleman
In all probability, Kerry avoided a court martial due to his being uptight with the Kennedys and other elite power brokers. Too bad someone didn't take the bull by the horns and prefer charges.

For what it's worth, both Kerry and Walinsky deny that Walinsky wrote his speech. Walinsky claims Kerry went off with George Butler and wrote it. They claim Agnew made the accusation up.

Peter Collier and David Horowitz, then top activists on the pro-Hanoi left, later wrote that militant activists went in July to "meet Cuban and Vietnamese officials in Havana to map out strategies for the war in America, the 'other war' which would ultimately defeat the United States." I wonder why I haven't heard this from Horowitz recently? does he need reminding? or maybe he wasn't aware of the rest of the story

I guess there were some dupes and some dopes among the protestors.
On October 16, 1969, The (Frederick Maryland) News carried this story on the front page, right next to its coverage of the October 15th Moratorium.
Hanoi Asks Timetable for Troop Withdrawal Paris (AP) - Hanoi called on President Nixon today to announce his timetable for the withdrawal of all U.S. troops from Vietnam. U.S. Ambassador Henry Cabot Lodge replied it is "up to your side to make the next move."
North Vietnamese Ambassador Xuan Thuy, just back from a lengthy visit to Hanoi, told the 38th plenary session of the Paris peace talks that U.S. Secretary of State William P. Rogers said last week President Nixon had a timetable for troop withdrawal in mind.
"If the Nixon administration really wants to end the war and already has a timetable for the total withdrawal of U.S. troops from South Vietnam, then why does it not dare make it public as requested by the American people?" he asked.
"It is not the announcement of the timetable of U.S. troops withdrawal which prolongs the war but it is because of his policy of war prolongation that President Nixon dares not announce the timetable of troop withdrawal."
"The Americans who participated in the Oct. 15 activities (Moratorium Day) understand they are contributing to the prompt cessation of the war. They will continue to overcome obstacles of all kinds to go farther forward," [North Vietnamese Ambassador Xuan Thuy] continued.
Lodge, reviewing the record of the talks since they began, said Hanoi and the provisional revolutionary government (Viet Cong) have blocked the Paris talks by demanding preconditions for negotiations.
"Your side seems to believe that putting forth a proposal is the end, not the beginning, of real negotiations . . . You have brushed aside our efforts to find common ground between our respective positions."

The war ended just as my draft card went from 1h to 1A, and that's exactly the advice that was going around before and uo to then.
