Isn't it illegal for a private citizen to enter into agreements/arrangements/deals with another nation we are at war with ?

Treason. Sedition.
And there is nothing "borderline" about it.

I can't believe this jackass has the balls, 33 years later, to presume to be have what it takes to be our president!

Is there a statute of limitations on treason?

There is no statute of limitations for treason. The logan act is the law Kerry broke, but not the only law. As a member of the Navy reserve Kerry was also subject to the Uniform Code of Military Justice. He violated Section 904 Article 104 of the UCMJ. This clearly describes such a meeting as grounds for execution and also has no statute of limitations.
