I would counter that because Bush was talking with children, is proof positive that he had no reason to suspect that anything untoward was going to happen.

Pres. Bush was going about his normal day. This attack was unprovoked, and was a true test of his leadership abilities. Pres. Bush responded and rose to meet the mantle of President of the United States of America.

The question I would pose is "Would Pres. Bush be a noteworthy president if it were not for 9-11?"

I think he would be a noteworthy President. He has an impressive list of accomplishments that have nothing to do with 9/11.

There is a list floating around FR somewhere. I thought I had it, but so far it's location is a mystery to me.
