Schwarzenegger is working to craft substitute legislation, which would address national security concerns and ensure that drivers carry insurance, with Democratic state Sen. Gil Cedillo.

The wording of this tells me it is a total sham. In Kali, insurance is carried on the car, not on the driver. If I lend my car to someone else & they have an accident, my insurance company or I am responsible for the damage to others' property, or their injuries.

Yep, but it makes a good soundbite, doesn't it. You said it... "Total Sham"
The "background checks" are equally vacuous. How exactly are they going to check background, on what information will they rely, and how much would that cost?

Wrong. Liability and Damage are on the driver and are required to be carried by the driver whether or not the car is insured. The insurance on the car is only for damage to the car. They just assiociate it with the car for convenience. For example, if you rent a car and get in an accident and do NOT take the rip-off supplemental insurance, your auto insurance is on the line for damage to property and people (but not the car itself).
