It's effect on the ghetofication would be negligable. It's effect on the financial drain would be negligable.

Legal immigration, as you pointed out, is much better than illegal in many ways.
I believe we can handle lots of legal immigration if we don't have illegal. We'd be much better off than we are now, at least.
