a .30-30 is a weak round, and can't penetrate much of anything except light skin and tissue. If it hits solid bone it may brake the bone, but the bullet will be so disfigured that any further pentration is all but impossible. A .30-30 round was not intended for penetration; it was intended for expansion.

Dude it ain't an "ought-six" but it will certainly go through a bulletproof vest easily. The 30-30 has plenty of power.
