Gov. Mark R. Warner yesterday challenged lawmakers to make a decision about the popular car-tax-relief program that has stalled because of a soft economy.

"Either finish it or change the extent of the obligation," said Warner, whose two-year state budget had proposed finishing the phaseout of the levy by 2008.

"Asked why there was any urgency to address the issue this year, the Democratic governor said he is concerned that the tax-relief program, which now "COSTS" more than $900 million a year, might in the future drain money from other pressing needs, perhaps in education or health care."

So now not charging a car tax is a cost for the government.

"Warner did not spell out which ideas he might have about changing the plan that his administration's top financial adviser once characterized as an "ENTITLEMENT"

Also it's a entitlement for me to keep the $$$$ I earn and not fork it over to government.

Car-tax relief was something that Governor Gilmore managed to do in flush economic times; he didn't cut the budget to pay for the car-tax repeal, he just financed it with the huge amount of revenues that were flowing into the state government at the end of the '90s. The car-tax paid for a lot of local government programs, so they were still promised that they'd get the money that the car-tax produced. They still get it, even though the state only has 30% of that revenue stream now. So the repeal of the car-tax costs the state $900 million a year. That's only one of several factors contributing to the budget situation in Virginia right now, but it's an important factor.

The Gov's a Dem. He's not related to the Senator, but Sen. Warner's such a RINO they may as well be brothers.

No, and no. Governor Mark Warner is related to no one - he crawled out from under a rock.
