The more I read analysis of this type, only to see that exact incident played out shortly after, the more I realize that we (and the press) don't fully know the real deal. Either we have been completely averting incidents/attacks or we have responding rapidly and efficiently before the get out of control.

Another target for a deep sea diver is a communications cable. It would take months or years to lay new communications cables across the Atlantic or Pacific if they were damaged.
