Just heard another one (actually there were 2, about 20 minutes apart, and I have honestly never heard 2 being aired on the same night) -- it was worded as "nuclear plant accident or toxic materials".
They also said it was a monthly test, but the last one I heard was about a week ago. (This is the Detroit area.)

I wonder if that is going on in other major city's ? Someone is pushing it. It could be Federal or it could be at the state level.

I haven't seen any here in a while. I've also never heard them mention a "nuclear plant accident or toxic materials". They don't usually identify any particular type of emergency.
