Blair Mase, Southeast stranding coordinator for the National Marine Fisheries Service in Miami, agreed, but she said nothing has been ruled out. Folks something is going on. Between divers, dead fish, paralyzed elk...I could go on and on...where there is dense smoke, something is assuredly burning.
Fish kill investigation in a Goshen park (Indiana)

The Indiana Department of Environmental Management is investigating a fish kill in a Goshen park.
Thousands of small fish and dozens of frogs were found dead along a ditch in Shanklin Park.
IDEM says the water in the ditch is discolored shortly after a storm drain empties into it.
IDEM and city sewer employees are trying to track the substance that is discoloring the water to its origin to see if that is what is killing the fish.
IDEM is recommending you and your pets stay away from the ditch water until they figure out what the substance is.

It is unfortunate for the dolphins....but how many other divers were killed? Only one washed up....and he may have dropped his diving gear due to the disorientation. Hence is why he washed up.
