I haven't decided yet, but I'm leaning towards the theory of radiation. I think the flames are used to signify a burning of the skin, although not literal. (Note the flames do not touch the skin, only give the impression of the skin being burnt.)
I haven't decided if there is any significance to the fact that in the circular close-up, there is a finger at the end of the hair. Something to make us pull our hair out, perhaps? Or your theory - that the hair would fall out due to radiation exposure.
