No it has not been mentioned on any of the Arabic forums to date, nor has it been played on Al Jazeera, Al Arabeya, or any of the other usual Bin Laden haunts.
It's approximately the same length as the Bin Laden tape from December, most of which was never released to the public.
There are a lot of questions. Right now I need to go listen to the tape again and compare clips. I know more in the morning.
Right now I'm treating this with a hefty degree of skepticism.

Bomb threat targets French railway

A group says it has hidden bombs under seven or eight spots in the French rail network.
PARIS, France -- French officials say they have received letters threatening to bomb sections of the state railway unless an previously unknown group is paid millions of euros.
One letter from the group, which calls itself AZF, directed police to an explosive device under tracks in central France, officials said.
