NEW YORK The State Legislature continues to consider the Executive Budget introduced last month by Governor George Pataki (R). Budget bills S. 6056/A. 9556 will require handgun licensees to pay a $100 "certification" fee to the state, institute a five-year expiration period for licenses (currently most jurisdictions issue lifetime licenses), and charge a fee of $25 for each handgun owned. Additionally, this proposal would remove the caps on local processing fees, which means fees can certainly be expected to climb, and in many jurisdictions could price gun owners, sportsmen, and collectors right out of the market. Instead of banning handguns, this proposal would simply make it too expensive to own them. It is also critical that you contact your lawmakers TODAY to tell them that they must oppose this unfair "TAX" on gun owners! VIRGINIA On February 4, the Virginia Senate Finance Committee reported out SB 48, which will place a $15 tax on any private transfer of a firearm at a gun show and force sellers to register with the Virginia State Police. SB 48 defines a gun show as any place where 25 or more guns are offered for sale. This would mean any collector`s home could become a "gun show." Please contact your State Senator and respectfully urge him to vote against SB 48. You can find contact information by using the "Write Your Representatives" feature at www.NRAILA.org.
MARYLAND A bill banning assault weapons is shaping up to be the major battle over weaponry this session, with the idea getting a nod from Senate President Thomas V. Mike Miller Jr. and a broad swath of liberal Democratic lawmakers.
The bill, sponsored by Sen. Robert J. Garagiola (D-Dist. 15) of Germantown and Del. Neil F. Quinter (D-Dist. 13) of Columbia, would ban not only the semiautomatic Uzis, AK-47s and other guns included in the federal assault weapons ban set to expire this year, but also copycats and other assault weapons, such as the Bushmaster rifle used in the 2002 sniper rampage.
Miller, who has criticized Gov. Robert L. Ehrlich Jr. (R) for voting against previous gun bans, stopped short of saying the bill will pass. But if Miller decides to get behind the bill, he will find breaking a sure filibuster on the issue easier now that the vote needed to end a filibuster has changed from two-thirds (32 votes) to three-fifths (29 votes). Ehrlich has long opposed gun bans, but he may not want an assault weapons ban hotly opposed by many Republicans to reach his desk, given that the issue has proven popular in polls.

Text of the Second Amendment
"A well regulated Militia
being necessary to the security of a free State,
the right of the people to keep and bear Arms shall not be infringed."
Anyone who actually reads AND understands the 2nd Amendment will see that there is no need or authority for any type of gun registration and there is no need for anyone to have to apply for a license to carry a gun.
Any political party, politician, judge (etc), organization or individual who trys to convince you that:
1) you must register a firearm
2) you must pass a background check
3) you must wait (x) amount of days before you can get your firearm
4) you need to have a license to carry a gun
is either uneducated about OUR rights as citizens
OR is actively working to undermine OUR country.
How Did the Founders Understand the Second Amendment?
CONGRESS in 1866, 1941 and 1986 REAFFIRMS THE SECOND AMENDMENT
The Bill of Rights, including the Second Amendment right to keep and bear firearms,
originated in the United States Congress in 1789 before being ratified by the States.
On three occasions since then--in 1866, 1941, and 1986--
Congress enacted statutes to reaffirm this guarantee of personal freedom
and to adopt specific safeguards to enforce it.
ON THE DAY BEFORE Thanksgiving 1993,
the 103d US Congress brought forth a constitutional turkey.
The 103d Congress decided that the Second Amendment did not mean what it said
("...shall not be infringed") and passed the Brady bill.
How the Brady Bill Passed (and subsequently - "Instant Check")
When the Brady Bill was passed into law on November 24, 1993,
the Senate voted on the Conference Report
and passed the Brady Bill by UNANIMOUS CONSENT.

Typical NRA incompetance.
Virginia Citizens Defence League was on top of this bill from day one and played a big part in defeating it over a week ago.
NRA should keep its nose out of states that already have a effective grass roots lobby. They always seem to butt in at just the right time to destroy any effort the locals have made.

I say we start a new grass roots organization of Gun owners volunteers. Volunteers who will get out and drive conservative voters to the polls.
We call it the "Sunset Brigade". The drivers will be dedicated to the AWB sunset. It will give us incentive and drive people to the polls.

"Mike V. Miller should be impeached." There are some who would like to hold those hearings on rooftops. They are more effective and move quicker in the spring sunshine and fresh air.

Evidence? If you mean the sort that would stand up in a court of law, no, I have not attempted to document it to that level.
I have seen that the officers are frequently in radio communication with other units so that led me to believe that they were not off-duty.
