U.S. Agency Sees Global Network for Bomb Making

WASHINGTON, Feb. 21 — Government forensic investigators examining how terrorists manufacture improvised explosives have found indications of a global bomb-making network, and have concluded that Islamic militant bomb builders have used the same designs for car bombs in Africa, the Middle East and Asia, government officials said this week.

"Linkages have been made in devices that have been used in different continents," said one forensic expert involved in the intelligence effort. "We know that we have the same bomb maker, or different bomb makers are using the same instructions."

They developed and refined their art on Israel and I would guess are headquartered in Syria/Lebanon and Egypt. But have no fear, Iraq is assuredly the only Middle East state not to have any ties to any terrorists. In fact, it is well known that Iraq was the Florida (retirement) state for ex-terrorists like Abu Abbas and Abu Nidal who swore off any Islamic or anti-Entity tendencies.

Odd article. It has been known for years that these techniques were developed by a combination of Palestinians, Algerians and the IRA, and have been used by ETA and others. An IRA member was recently arrested in Brazil where he had apparently been giving a car-bombing class to unknown (probably Arabic) persons in the Triple Border Area.

FARC and most LatAm radical groups use the same techniques. And the Times just discovered this?
