Did some research, and it looks like the MOPP chemical suits and upgraded M17 chemical masks were being enhanced and upgraded.
So your guess makes the most sense. Can you imagine our forces in 1991 facing Saddam in Kuwait without improved chemical protection? Let alone 2003.

The amendment was defeated, with even Graham, Lieberman and Braun voting against Kerry. (Amdt.. After all the above, he has the nerve to say this, after 9/11
