Liberia flag vessels have long been favored by smugglers. This is a major blow to AlQaeda and others of their ilk.

And I might add that they can board anywhere in the world, all they need do is give Liberia 2 hours noitice of the boarding. This is not just limited to US territorial waters.

FWIW, a lot of cruise ships are under Liberian registry.
