Editorial in the WSJ today says that the US has struck a deal with Liberia that allows the US Navy to board any Liberian flag vessel that is suspected of carrying lilicit weapons or delivery systems.

And I might add that they can board anywhere in the world, all they need do is give Liberia 2 hours noitice of the boarding. This is not just limited to US territorial waters.

FWIW, a lot of cruise ships are under Liberian registry.
