Newly elected President Bill Clinton wasted little time in seizing upon assault weapons as a political issue. Along with midnight basketball and the never-to-be-fulfilled promise of 100,000 new police officers, it quickly became part of an effort to transform concern for public safety into a political issue.

Democracy will fail ultimately as the public trough runs dry, weapons will be rounded-up (for the chillrin'), those ultimately heirs to their father's traditions will have been made feminine and gelded while females will have been masculinized, liberated, and dyked.(Madonna, meet Britney)
Self-censorship will lead the way (thank you Janet Jackson, Justin Stupidlake, and all those who have pushed the envelope of 'taste' to it's breaking point- sock puppets all).
The lust for power is greater than anything Jimmy Carter had in his heart. The cure will require a major restructuring of this republic. Our American heritage need not be redefined, only re-instated. And it won't come cheap.
Lest we forget, Ruby Ridge was also on GHWB's watch. IIRC, there was no actual bill or even executive order from Bush 41 regarding semi-automatic firearms. From what I can gather, all he did was tell BATF to step up and exercise one of their functions as delineated in the '68 GCA - that of approving firearms for import.
Using an arbitrary list of evil parts, BATF made life miserable for importers, causing a number of them to go out of business. We can't hang the blame entirely on Bush the elder, though - the trade publications of the period contain ample proof that the domestic forearms manufacturers *wanted* restrictions on those imported weapons. Bush just killed two birds with one stone, making the anti-gun crowd AND the domestic manufacturers happy in one fell swoop.
It's important to reiterate that this nonsense pre-dates the Assault Weapons ban. If we are fortunate enough to see the AW ban sunset, there's no reason to believe that the BATF will change the policies that were adopted just pre-Clinton.
