HOWARD KALOOGIAN’S NEW IMMIGRATION PROPOSAL:

No Wire Transfers from Illegal Aliens To Foreign Countries

(LOS ANGELES) – Republican U.S. Senate Candidate Howard Kaloogian (website: www.HowardForSenate.com) is releasing a new immigration proposal today, which is designed to remove an incentive for illegal immigration and increase national security.

When elected to the U.S. Senate, Kaloogian will introduce legislation that will require any individual who electronically transmits money to a foreign country to be in the United States legally. Before funds can be transferred to another country, the sender must establish their identity with proper identification, such as both a valid Social Security number and a driver’s license.

Eliminating Another Incentive for Illegal Immigration Into the United States.

The Kaloogian proposal will remove a current incentive for illegal immigration in the U.S. Millions of illegal immigrants who have entered this country illegally regularly wire money to friends, family members and associates in their countries of origin.

Last year more than $30 billion was sent from immigrants in the United States – many of them here illegally – to Mexico and Latin America alone. Seventy percent of these remittances are sent via wire services offered at thousands of locations throughout the United States. These remittances now comprise a significant portion of the gross domestic product of many Latin American countries. Mexican President Vincente Fox is among those who is advocating for amnesty for illegal immigrants currently in the United States so as to guarantee that these transferred funds continue to prop up the Mexican economy after years of abuse. “If we are to stem the flow of illegal immigration into this country, we have to remove the incentives that reward those who break the law. We have to provide more disincentives as a means, in addition to stricter border control, to curtail illegal immigration.”

“Just as amnesty and drivers’ licenses for illegal aliens is wrong, so too is allowing these individuals to enter this nation illegally, collect wages illegally, and then send these funds to a foreign nation.”

“The problem with amnesty, drivers licenses and taxpayer funded government services for illegal immigrants is that they reward those who break the law and enter this nation illegally. These enticements provide additional incentives for illegal immigration into the U.S.” said Kaloogian.

“The only way to reverse this avalanche of illegal immigration is to eliminate these incentives,” Kaloogian added.

One of the benefits of this new policy will be to establish leverage with leaders, such as Mexico’s Vincente Fox, who have sent a wink and a nod to their citizens to enter the United State’s illegally, collect wages that are up to ten times as high as those paid in Mexico, and then send these funds back to Mexico.

“This money is not being invested in America, expanding wealth for our own communities, but instead enriching foreign governments who have done nothing to discourage illegal immigration into the United States. In fact, they have every reason to encourage it,” said Kaloogian.

Proposal Will Help in the War on Terrorism

Kaloogian pointed out that his proposal will also help in the war on terrorism by making it more difficult for those who are in this country illegally to send money to terrorist cells and operatives outside of the country.

“Terrorists have been using networks that rely on wire transfers, couriers and overnight mail to send money home and vice versa. Osama bin Laden has boasted about the way he and his colleagues are using wire services to send money back and forth from the U.S. to operatives around the world,” said Kaloogian.

“We cannot allow terrorists to game our financial system to their advantage in their efforts to attack our nation and its people,” Kaloogian concluded.

legal people will start taking fees to wire money on behalf of others.

Exactly. It's more important to remove real incentives (like free social services) than to stop them from directly sending back money they earned while working here illegally.

Hmmm.. an immigrant holding cash presents several interesting prospects to larcenous types and makes it dangerous to be a walking piggy bank... not a bad idea except that... the murder rate would increase substantial with 10 to 20 million or more of them here.. attracking the attention American parasitical perps would be the down side of this..

Actually, there is far more justification for asset forfeiture in the case of illegal immigrants than for any of the "crimes" you mention. Every dollar an illegal "earns" is directly stolen from some American citizen or LEGAL immigrant.

What it may do is identify points of origin (those storefronts) that are violating the law...Thats where you start coming down on them...

Like you, I do agree that all of this will be hard to enforce...Then again, when has there been a real push to take care of the dynamics of this problem/issue in the first place...

If anything I like what the mere proposal of a law like this does...

Its like that arcade games that have the little gophers spring up for you to try and hit them on the head with the mallet...They don't stay up too long before you lose your chance to bop them...Whats fun is to see who exactly are the ones that pop up real quick then duck before too much attention gets paid to them...

The foreign "gophers" tend to stay up above radar a little longer than the domestic ones...They do it with impunity...

Those are your government officials, border pimps, and others that directly benefit from these tranfers...

I think its easy to write a law like this...

But like you say its going to be hard to enforce...Unless you really write it up and implement it correctly and swiftly, not allowing the people who would attempt to adjust to the law a chance to exploit any loopholes or other avenues that you may not have foreseen...

But this is just my opinion...

How about "Follow the Law"?
I'd love to see a nationwide newspaper ad campaign begun that publishes a list of names of the felon corporations/individuals that hire/aid Illegaliens, incident particulars, and the suspect Illegalien's "name". If there were a local "private collection agency" that citizens could report particulars to and that agency published those suspect felons' names and reported the same to the district USBICS, another "incentive" to Illegaliens would quickly diminish.

However, the ignorant public has to be educated of the harm Illegaliens and felons who aid them are doing to America and how important it is that they help reduce the problem now....

That means that if I wish to use wire transfer to pay for goods or sevices obtained from a foreign country, I have to prove who I am? I'm not real fond of that idea.

Man! They're going to jump on this proposal like a Duck on a June bug. He's going to have the Pubbies and the Rats, plus the pro-illegal groups all over him. The Mexican government will probably send a hit squad out after him. I love it!

How hard would it be for them to have someone who's a legal alien or a citizen wire it for them? It just seems that there would be so many ways they could get around this, and it would be very hard to enforce. PayPal allows individuals to register Mexican bank accounts, and the U.S. Postal Service offers International Postal Money Orders (for up to $700) which can be sent to Mexico. If one avenue of sending money back home is eliminated or reduced, they'll just find another way to get it there.

Look, any alien, whether legal or illegal can simply wire transfer money by giving it to somebody legal at the payment center. It as like when I was a teenager and gave money to adults outside the liquor store to buy me some booze. And this mental case is basing a Senate campaign on this IDIOTIC idea?

My concern is not so much that it will be hard to enforce, but rather that there will be no will to enforce it. I don't think its that hard to enforce our current immigration laws. There is just no will to do it.

From there, I view this like I do gun regulations. Don't start telling me that we need new laws to address a problem that the old laws address just fine if they were only enforced. It's not that I don't like the intent of this, its just that laws that are unenforced only affect the law abiding.

I employ a Mexican man, with a green card, who pays taxes and all, and does NOT suck off the government, and MUST send some of his money home to his ailing parents in Mexico City. I see nothing wrong with that. It's HIS money after all, and he IS paying his own way, as well as supporting a number of others who work for him.

Maybe I'm wrong about this. Dunno.

I like the concept. But the impact on law-abiding citizens needs to be carefully researched.

1) No one in American is required to carry proof of citizenship or legal residency.

2) SSNs can be made up on the spot, and money transmitters have no way to validate them.

3) Taxing money transfers would create black market opporunities for ethnic criminal organizations.

So it sounds good on the surface, but like all things immigration won't work without a national ID, which most oppose and is impractical in its own right.

I hate to break it to you but if you get a visit from the mighty drug warriors or the IRS chances are you're going to lose anything they take a liking to. Especially your bank accounts, cars, toys, etc. They'll shoot your pets, smack your wife and take your kids. It's been 1984 for years.

Nothing will happen. Illegal aliens make up too large of a voting blok, or potenial voing blok. No politician wants to come down on them. If they were really serious, just make it a serious federal felony to employ illegal aliens. Voila - problem solved.
