Since anyone can vote in the Wisconsin primary, I don't think that statistic is possible. However, I read that 800,000 turned out last night. Don't know what percentage that is of overall population. 20% maybe?

If that figure is corrct and it represents turnout of Republicans, Democrats and Independents then it's safe to assume that the Democrat voter turnout was somewhat less than 20%. Kerry received about 40% of the total. Not exactly a mandate for the nominee.
