Having been to DC only a few times, I would strongly recommend the Vietnam Veteran's Memorial, especially with the new interest in it. Just seeing all those names really drives it home. It is such a somber experience, but one that makes you grateful for your own life, and recognize the sacrifices other made.
And the Smithsonian Museums, all of them!
Maybe a DC FReeper can help, but there was an Irish pub just a few blocks from the Mall, and the food and atmosphere was great. Gosh, what's the name? You walked in, low wall on the left, and the bar was ahead to the left, with circular booths and tables looking out the window on the front left, and tables on the right.

You're probably thinking of The Dubliner, which is owned by the IRA and is a fundraising source for them. Teddy Kennedy has been known to hang out there.

You can find a good mid-level hotel (Comfort Inn, Quality Inn, etc.) within walking distance of the Orange Line. And if you hop on the Orange Line, you can be downtown in 15 minutes. You're right not to drive.
Anyway, I second the recommendations already given. Otherwise, it depends on the child. I enjoyed visiting the U.S. Congress when I was a kid, but then, I liked politics. Arlington Cemetary is interesting, particularly the tomb of the unknown soldier. Tour buses leave from Uniion Station, and those can be fun for learning bits of trivia about our nation's capital. Union Station is also an excellent place to get a meal.
