I am not talking about those that are so deficient that they cannot provide for themselves(although I do think that if people had more of their money back more people would give money/volunteer to help those in need). I am talking about the 17 yr. old in the projects having her 5th child so she can get another $50 dollars of food stamps. The pattern is there it is visible and it is pathetic. An example in Chicago recently involved two girls who had a total of 19 children among them living in squalor. They had these children and neglected and abused them for more food stamps.

Happens all the time, but for some reason (liberals, religious fanatics) the government doesn't promote birth control or require these people to use an implanted contraceptive to receive public assistance.

My sister's adopted son and his wife are among the ranks of drug users who have children and expect others to pick up the financial as well as the emotional tab, so I know what you mean about distinquishing parasites from the truly needy.
My sister's experiences have been so bad that after I had four miscarriages I absolutely refused to consider adopting.
