This guy who said they had no dentist at his base was the Disbursing officer (he did the pay records) and he may be relying on the fact that he never paid any dentist.
That doesn't mean a dentist stationed at another base wasn't detailed to do exams at the paymaster's base some weekend or more likely Bush ran over to the nearest base with a dentist to get his tooth looked at.

The Dental and Medical Corps of the Air Force have done exams on other small bases for years. Most dental corps members are stationed only on the larger bases so it would make perfect sense for a dentist from Maxwell to go to a smaller base to do exams.
