Or is GW Bush saying sanctions did work in Iraq?

The regime will absolutely NOT be told what they can or cannot do. Especially by the U.S.

I don't get where he's coming from.I think President Bush's administration is starting up the groundwork with the goal of eliminating unconventional weapons from the hands of unstable governments. This is like giving notice to Syria and Iran that we know what they are doing. Who knows, maybe in ten years or so we are gonna have to invade and occupy those countries too.
On the other hand, I am greatly encouraged by Libya's admission of possession of WMD and the voluntary removal of them recently...
