Do I understand the third portion to apply to people currently serving in the reserves but not on active duty?

If so, I'm reading it to mean that if they are not covered by an employer plan and already paying for insurance out of pocket, that they will be reimbursed after December 2004 for expenses.

Does that sound right to you?
