The President said that we aren't currently thinking of pre-emptive strikes on N. Korea because we haven't run the gamut with them on negotiation. Those that say the President "rushed to war" with Saddam might take a look at this and see that once again, he's being honest, telling it like it is and wouldn't commit military action until ALL other avenues available have been exhausted. Apparently in certain situations, negotiations are having some success.
